How can I get more than that? The most straightforward method is via an event, i.e. if you loot a single steel sword, you now have a single steel sword. If you want more than one off gear, you'll have to acquire it through a community's institutions.
Generally speaking, there have to be three things present: an institution extracting the resource > an institution refining the resource > and an institution making something out of the resource. Whoever controls that last step of production can have, and give away, essentially as much of equipment from it as they want (within reason, you can't like, supply several NPC armies worth of equipment).
Can I say that my character had an armory of grandfathered equipment they brought with them from the Eastern Kingdoms? For the most part, no. If it's more than what they could carry or wear on their person, it's too much. If you're not sure, reach out!
